Dear Janice Louise Rockwell Powel,

We wish to use this opportunity to inform you that due to various frauds
within the Nigerian government and banks, United Kingdom banking
sectors, we have taken out time to monitor and verify all your dealing
and efforts in claiming a contract/inheritance funds belonging to you as
a contractor to the federal government of Nigeria or as a next of kin to
an unclaimed inheritance sum. All documents and procedures submitted and

transactions across the globe are concerned since the event of
September, 11th 2001.
In support of the efforts to suppress international fraud, the Interpol,
USDS, FBI, SCOTLANDYARD POLICE and Wolfsburg Group of International
Financial Institutions held a meeting at Whitehouse from June 9-11, 2002
to develop the initiative concerning global Fraud. The meeting was well
attended by key regulators of the financial industry representatives of
National Law Enforcement and Judicial Agencies and International
Organizations who contributed to the discussions and welcomed the
initiatives taken by us. The fight against fraud presents new
challenges, as funds used in the financing of terrorism do not
necessarily derive from criminal activity, which is a requisite element
of most existing money laundering offences.
Successful participation in this fight by the financial sector requires
global cooperation by Governments with the financial institutions to an
unprecedented degree. The provision of official lists of suspected fraud
and details of international monetary dealings on a globally coordinated
basis by the relevant competent authority in each jurisdiction providing
appropriate details and information has been identified as a crucial
element. The purpose of the statement is to describe the role that
financial institutions can play in this effort, and to identify areas
for discussion with Governmental Agencies with a view to enhancing the
contribution financial institutions are able to make.
In view of the events in the United States following the September 11
crises and the recent bombings in the united kingdom, the Wolfs berg
Group of International Private Banks together with the United State
department of state and their advisers have agreed on the following
private sector initiative to promote the international fight against
Fraud and terrorism;
1. All member bank's in the United States Or United Kingdom in their
global businesses are fully committed to support all local and
international authorities in their tracing of frauds as well as their
associates and flow of funds. For this the banks have set up appropriate
internal structures. Confirmed genuine transactions in excess of USD1,
000,000.00 or its related currencies are referred to the Financial
Action Task Force (FATF) for a Clean Report of Finding (CRF) and
Statement on Taxes Earned (STEEL). The FATF will then properly clear the
fund in question using the Wolfs berg
regulations.
2. The Wolfs berg Principles already covers all kinds of serious
crimes, which include terrorism. Nevertheless, the banks will review
the Principles by the end of this quarter to explicitly include
terrorism as one of the serious offences under the policy and all the
relevant paragraphs.
Last spring, the banks have started an initiative for closer
co-operations between regulators, law enforcement agencies,
international police organizations and the private sector. Both sides
agreed that there is room for closer co-operation in the fight
against serious crimes, which could also include the mutual sharing
of more information. The banks welcome the idea that the Financial
Action Task Force on Money Laundering (FATF) should
extend their anti-money laundering principles to the fight against
international fraud and offer their support as industry adviser.
The Wolfs berg Group consists of the following leading international
banks; Bank Of America, Korean development bank, ABN Amro Bank NV,
Banco Santander Central Hispano, S.A., UBS Bank in China, Barclays
Bank, Citibank, N.A., Credit Suisse Group, BNP Paribas Private Bank
S.A., Deutsche Bank AG, Goldman Sachs, HSBC, JPMorgan Private Bank,
Society General, National Westminster Bank Plc. London, UBS AG, became
known
when they agreed to a set of global anti money-laundering guidelines
for international private banks two years ago. The guidelines were
jointly announced by the banks and by the United States Department of
State (USDS) Wolfs berg is the location in Switzerland where an
important working session to formulate the guidelines was held.

UNITED STATES GOVERNMENTAL organization (GO) is interested in protecting
her citizens and dedicated to increasing government accountability and
curbing both international and national money transfer corruption.
Based on this Wolfs berg bond, we have contacted the UK government for a
proper clearance to be done on your Claim. The USDS have some Federal
Auditors attached to them. The work of these Auditors among other things
is to scrutinize all funds flowing across the European shores in order
to ascertain that such funds are genuinely accrued by
